Rural Asset Management Planning Framework - RAMP5™

From safe drinking water and reliable roads to access to health and emergency services, infrastructure underpins daily life in rural and remote communities. Sound asset management planning improves transparency and reporting, supports improved capital planning and leads to community trust.

RAMP5 is not a tool, software or compliance product. RAMP5 is Wagtail Red’s flagship governance framework. It is the practical expression of our experience‑led approach to driving and supporting asset management improvement in organisations.

This is supported by ongoing, hands-on guidance from Wagtail Red’s experts to ensure the framework is understood, utilised and sustained. In basic terms it's an approach we use to progress your asset management improvement program, be that end to end or meeting you where you are at.

Our approach to assessment management governance and capability uplift

Based on an understanding of what works - and what doesn’t - RAMP5, is a practical, five-step framework that helps councils move from reactive maintenance to confident, strategic and compliant asset management. Designed to work in real conditions, at a pace councils can sustain, we implement RAMP5 to enable councillors, CEOs, infrastructure directors and asset managers to:

  • understand their current position

  • gain visibility of risk

  • align leadership, budgets and governance

  • plan and prioritise realistically

  • demonstrate progress and compliance over time

  • Underpinned by the use of IPWEA resources (NAMS+, IIMM) and best practices aligned with ISO 55000X standards.

Tools and technology platforms are essential to sound asset management but only deliver their full value once strong governance and planning foundations are in place. This philosophy is shared and understood by Wagtail Red’s technology partner Brightly - A Siemens Company. RAMP5 can also be applied using other platforms and existing systems.
