Wagtails are rarely high in the air. They spend most of their time on the ground, observing closely and responding to what is happening around them. They are alert, adaptable and practical, adjusting to changing conditions rather than following a fixed path. They pay attention to the detail.
This reflects the way Wagtail Red works. Our approach is built on staying close to the work, understanding real operating conditions and making decisions informed by what is happening on the ground. It is shaped by lived experience in local government, governance and infrastructure, particularly in rural and remote environments where constraints are real and the consequences of failure are immediate and visible.
We focus on simplifying complexity, understanding risk and enabling leaders to make defensible decisions that stand the test of time. We work alongside our clients, bringing experience, judgement and practical support where it is most needed.

With over two decades of executive leadership in government and public administration, Tamara Allen-Canny has led significant change across infrastructure, operations and engineering functions, building high performing teams and working closely with communities to deliver practical outcomes.
Her hands-on experience spans senior executive roles in growth, rural and regional councils, including leading asset management transformation, infrastructure and engineering services. Tamara has extensive disaster and recovery experience, including in leading rebuilding programs and ensuring long-term asset management is considered as a core part of reconstruction efforts.
She understands first-hand the challenges of limited resources, high regulatory expectations and visible community impact. A specialist asset management consultant to the Institute of Public Works Engineering Australasia (IPWEA), Tamara supports capability uplift through practical, experience-led training and engagement for local government and the public sector. As the Unit Chair for Asset Management with the Centre of Pavement Education Engineering’s Graduate Certificate in Asset Management and Masters of Project Management courses, Tamara is passionate about uplifting asset management capability.
Her leadership and lived experience help councils strengthen governance and deliver outcomes that stand up
to scrutiny and serve their communities.
